They tend to spawn in the wealthy area of town where Michael lives though it seems like they spawn more often when you are already in a similar class vehicle.

Bear in mind that this is one of the cars you have to jack - then you can upgrade it, and store it in your garage.

they can be found if ur driving same class vehicles and usually spawn in car parks near Pysonboysis

I've also heard that Cypress Hills and near the docks with the same muscle class car (preferably a Gauntlet from Bravado) spawns frequently and near the observatory in the parking lot.

You have to replay The Wrap Up mission of you want any chance of getting Domimator, but they don't spawn very frequently so you have to have a good eye
