You don't use them - the fishing rod is a craftable item in the game that you make as part of the craft cargo you sell via ship or wagon. So basically it is an income producing item much like a barrel of apples.
The recipe for it is: Sewing Threads, Spruce Lumber and Level 1 Woodworker.
