I know you can find the around the Ocean Docks and Willowfield area in LS.

There is a gas station near the freeway going to Las Venturas, it's in the parking lot there. Go to verdant meadows, then go south-east for a while, until you find the gas station. Somtimes there will just be 2 semi trailers there, if there are drive away from the gas station a little ways then go back and it should be there.

You can find packer is many petrol stations (gas stations to you americans), and aso around Ocean Docks in Los Santos.
