In PUBG: New State has a 'Recruit System' which is a feature that allows you to recruit enemy players into your team. Those same enemies that you parachute down into the map with at the start of the game can become your teammates later in the game. This How to Recruit Players to your Squad will tell you everything you need to know about the process.
It is inevitable while playing PUBG: New State you will lose members of your squad, and aside from reviving them once they have died you can also choose to refresh your team with new recruits. In order to add other players to your squad when you lose members, you will first have to down them. How you do this is up to you, providing the final result is them crawling on the ground waiting to be revived. Once they are in this state, you need to go to their downed body and choose to recruit them. An extended hand will appear on your screen that you need to click to send the offer. If the downed player decides to accept the offer, you will revive them and they will now be a member of your squad.
The Recruit System however does have limitations, you cannot recruit another player to your ranks until someone from the original four players in your squad is downed. You can recruit up to eight survivors in total for a match. This means that if you have already recruited eight players, you will be unable to recruit additional players to your team until the next match.
