I think it draws ships to you when your doing a mission with ships.

I have all red bricks the tractor beam just makes any enemy ship which is trying to attack you get rotated and probaly kind of stunned so that they cant fire you accuratly and you can get a clear shot at them names abdullah ahmed by the way
