Which level does Sandshrew evolve? Also, where is the first place you find Latias/Latios?

Level 23 to 27 I belive, if that helps any. There is No definate Place for catching Latias/Latios. It is pretty random and rare to find so good luck.
Sandshrew evolves into Sandslash at level 22. And Latias can appear wherever in Sapphire, as it's always flying about, and it changes its location as you move.
