1. To get the old sea chart you need an action replay or a gameshark

2. To get Jirachi you can use an action replay or a gameshark. You can also get Jirachi from some special NIntendo Event. There is also a rumor that if you go to the space center in mossdeep city, the guy in the white tells you how much space shuttles have been launched. Once it gets to 100, you can fly to the moon to catch jirachi

AR for both. You can also get Jirachi by trading it over from Pokemon Colleseum. You might have to trade it over to a Ruby or Sapphire. I don't know if you can link Pokemon Emerald to Pokemon Colleseum.
