The jetpack for GTA V is available for purchase on the internet, either from your phone or computer at your residence in the game online. It is listed under Travel and transport tab on the Warstock cache & carry site. However, there are quite a few items only available on the ps4 that were not released on the ps3 version, this may be why you are having a hard time finding it.

Go to the cave and bring cash there you will find a caveman selling jetpacks
