After Phil's mission you still have to do the last two missions.
You do the mission cap the collector and keep your friends close.
You get a phone call from the Print Works. You then get invited to kill Sonny's cash collectors, they are taxing your businesses. Head for the boat yard. The collecters head around in pairs on dirtbikes. Get a fast car and a driveby weapon and you'll be right. Next, there's a showdown at Vercetti Estate. See my hint on 'Keep your friends close...'. After you complete that, the main storyline is finished.
After his missions there are 2 more you need to finish.
