I, me, and myself. answered:

I presume you mean 'The Fastest Boat'. Simply go inside the boatyard and make your way down to near where the fastest boat is, but don't go past the corner. You'll see it, it's in a square gap in the water. Anyway, go around the corner. Kill the guards guarding the storage shed, and kill the crazy guys with hammers who attack you. The switch is in that shed.

After you kill the crazy guys that are holding the hammer you will find a pink marker on the left hand side of the storage shed. Simply walk into it and Tommy will automatically lower the boat in which you can then drive the boat back to Diaz's mansion.

You don't need to use the switch.

Just get a helicopter, hover over the top of the boat and exit the heicopter. Get into the boat and it should drop down from the crane. That way you will avoid being shot by everyone that comes running into the shed after you press the switch.
