To unlock the stuff in question, you must complete the driving school with atleast bronze rating on every test (NOTE: the driving school is in SF, about 1KM south of the garage Wuzi gives to you when you beat him in the race/mission called ''Wuzi mu''). Once you have done this, you will be able to buy the SF car dealers, where you can sell cars. You will also get a number of missions to do AFTER you have bought the car dealers. The dealers is about $50,000, so get saving up once you have done the driving school. One of the missions you get is to steal a car from the import/ export crane area, so you have to use the crane to get the car off the boat. After you have completed the mission, the crane becomes active and you can use it.

First off, all of your questions will be answered if you finish the driving school in san fierro. You will then be able to buy the wang cars showroom. If you complete all the missions there, you will unlock everything you have asked.

2.Same as my first answer but you have find cars then use the crane to export them on to a ship then they give like 2 or 3 cars that you can buy each time you find a certain amount of cars.You can't do non of this unless you but all of zero missions.

You should have already unlocked it.
