You have to date to get the uniform. There is no other way. You have to date Barbara in El Quebrados, (Open your map and it's clear up at the top almost in the left hand corner, it's tiny) and after you get to 100% with her you unlock the police uniform.

It is impossible to obtain without dating Barbara. She lives in El Quebrados (Small city in the upper left corner of your map) you meet her at the police station and once you get up to 100% with her you will get the police uniform.
