I'm inside sin were the floors move upwareds. I'm just wondering if I can get on top of them before they move. (I haven�t defeated Tidus dad)

No you you can't get on the floors before they move. There are blue squares that you can use in the area to take you higher up just to get some items but you cannot go on the pillars that automatically move when you get close to them.
No the blocks just raise up as an obstacle I don't think you can actually get on them.
It is impossible to get on these floors because whenever you come close to them they rise upwards and when you go away they go downwards again there are some blue floors which rise you to get the items.
