Look near the inn she should be near the crater, well that's where I found her anyway
Where she is depends on where you enter from. If you use the airship and go to the save sphere near the center.
When you step out of that area she is right in front of you (this always works so is push comes to shove, just leave and come back via the airship).
If you come in any other way, or if she leaves this area, she will be on the ramp that heads up towards Macalania woods (just follow the chocobo rider who says he can lead you to Bevelle and she will be sitting their on your way).
