For wished many of my Sims had wanted their child to graduate. But it always either fails, or grows to old for high school.
Is there a specific order of steps I need to follow for my Sim to graduate?

(if this is what ur talking about) Sorry, there is no high school/collage in Sims 3. But you can buy the University expansion pack for Sims 2 and your Sims can go to collage.
I'm guessing that it's part of the ambitions expansion pack because I have the same issue...
There is the sims 3 generations expansion pack. I have it and it lets teens have graduation, prom, pranks and a teen party. It's really cool.
I have the same problem... Maybe go to the options menu and make your teen sim stay a teen a little longer and see what happens.
If that doesn't work then I'm really not sure because I haven't tried this yet and I aslo have generations and my sims never graduate either... Its really annoying. Try my tip and maybe it will work. I'll try it too
Happy Simming!!
