No, there isn't a cheat to do that. There is, however, a mod that will allow you to do that. You'll need to find and download the Naruto mod for San Andreas. To do this, just go to Google and search "Naruto Mod San Andreas". Since this is a somewhat popular game, the download location should be within the first few links.
I would link you to it myself, but mods had a bad habit of messing things up, and SuperCheats would rather not be held responsible if anything were to happen to your game. Sorry.
