How can I skip GTA San Andreas Mission #69 - Learning to Fly because I cannot do that and is there any way that someone else can do that for me online.

There are no ways to skip missions in this game. The only way you're going to be able to do that is to go to Google and try to find a fully completed saved game file for San Andreas. It comes with a few risks, though. There's always a chance it could mess up your game or give your computer viruses. Be careful.
