How do you get to buy on of those apartmants in map view that have a picture of a red house on them?

You cannot buy the apartments. You can't buy them because the Apartment icon is red, and all the places with a red icon indicates that you cannot see what your sim is doing while in there. All the places with the blue icon indicates that you can see what your sim is doing while there; and you can enter them buildings.
