Besides Trading or a Cheat Code, there is no other way to obtain those three Pokemon in Pokemon Black/White.

Actually, you can get Lugia in white game-with some trding- get all three birdies(don't know the names but ice type, fire type, elec. Type. If you r poke fan you know what I'm talking about) and go to Unbella town. Make sure you have Pokemon with dive and surf. Once you see the deep water part press a and dive in. In there you will have to do something that involves flash, and stregnth. (look for it in youtube vid.) and when you reach the big chamber, you will see lugia. Old man will come up to you(idk how he got here) say it decendent of Lugia from silver/gold. I hope it helped! ^^
