Dragonite can be found by fishing in shaking spots in the water outide Dragonspiral Tower. However, it is very rare.
You can also evolve Dragonair to get Dragonite. Dragonair can be found by fishing in normal water and shaking spots outside Dragonspiral Tower. It too is rare.
You can also obtain Dragonite by Trade, PokeTransfer, or an Action Replay Code.

If you catch dratini or dragonair (by fishing at the entrance of Dragonspiral tower), you can level them up to level 55 after you have obtained the national pokedex.
