Keldeo cannot be found in Pokemon White.
The only legitiment way to get Keldeo is by an Event. However, the Event hasn't happened yet.
You can also get one by an AR Code or by Trading with someone who has gotten one by an AR Code.

Keledo has not officially been revealed by Nintendo yet. Because of this, Keledo is currently unobtainable.
