Cynthia can only be found during Summer and Spring, and can be battled during Spring. During Autumn and Winter, she is back in the Sinnoh Region.

Cynthia resides in a villa opposite the tunnel entrance from the Pokémon Centre in Undella Town in the spring and summer. She can be battled during the spring.

I believe Cynthia only makes one appearance in Pokemon Black and White.
