Well, there are a few ways.
You can put one of your Pokemon in GTS and ask for a Level 100 Pokemon.
You could also trade your Friend Code with others who are willing to Trade you a Level 100 Pokemon.

If you are trading the level 100, then it should be pretty easy (provided that you're not asking for an Arceus or Mew but offering a Caterpie).
If you are trading the level 55, then the Pokemon you are trading must be FAR better than the level 100. Offer a legendary or extremely rare Pokemon and ask for a relatively common Pokemon.
Do not be disrespectful and ask for a level 100 legendary or extremely rare Pokemon while offering a common level 55 Pokemon.

Just go to a Pokemon center and ask the woman from the left

You need to do a really good job convincing them. A good way to do that may be to put a rare item on your Pokemon to make it more appealing.
