The Password is Everyone Happy and then Simple Connection. Giving him these codes will allow you to use the Relocator.

Where is that scientist anyway? And what does he give you after you input the code?

The Scientist can be found in one of the buildings in Castelia City. After you give him the codes, you can now use the Relocator. The Relocator can be found on your Game Start-up Menu. It allows you to bring over certain Pokemon from previous games. It requires two Ds(s).
