There is a man in Twist Mountain that will give you a fossil daily, but you must first have the National Pokedex. You can also get a fossil from someone inside Relic Castle.

You can get ONE of Unova's fossils in the Relic Castle. This is available as soon as you make it there.
After getting the National Dex, you can speak to the man at the bottom of Twist Mountain (he is just staring at the wall). He will give you one random fossil from generations 1, 3, or 4. You can visit him each day to get a new fossil.
