You have to beat the game but after beating the game: First go down to the deepest floor you can go to before beating the game. There is tons of sand. Walk up the mountain of sand to reach a secret door, which leads to a large room. There is a Team Plasma Grunt there. Defeat him to move on. The room leads to an underground hall, which leads to a maze of passages. At the end, you see one of the Seven Sages, Ryoku. After Looker arrests Ryoku, go through the doorway to the last chamber in the Relic Castle. There, you can catch the Legendary Pokemon Volcarona!!!

There isn't a mountain of sand at the end. I see tiled floors and some bit of sand. But the door is up above. How do you get the area to fill up with sand more?
