Kyurem can be found in the Giant Chasm. I would recommend you use Ultra Balls.

Save before you fight him and use quick ball if it fails then turn your ds off then turn back on and repeat til you capture him

He is in the Giant Chasm, but you have to find the pool first. Then Kyurem will make a noise. Then the whole chasm will fill with smow. Now you can walk to the cave. Kyurem is a ice/dragon type so fire and dragon will do best. Kyurem is lv 75 and an Ultra ball or Dark Ball works best, even though I used a Luxury Ball
