When you have Celebi on your Pokemon Black or White game, have it in front of party. Go to one of Castelia City's gates and talk to the person who has Zorua next to them. Then they will give you Zorua as a gift because of their past together.
Just put that Celebi in your part while playing Pokemon Black/White and go to Castelia City. Talk to one of the people inside a building's first floor and they'll give Zorua to you as a gift.
First floor of the GAME FREAK building 2 people standing by counter and statue.
( Big black building. )

You should just transfer celebi from heartgold and put it into white version
