I've played SoulSilver often and I find Cyndaquil the most fun and strongest every time. At level 10 he'll have ember, and by level 20, he will be evolved into quilava and learned flame wheel. I would rank Totadile 2nd and Chicorita 3rd.

Totodile Can Learn Ice Fang At A Low Level, So You Can Beat Your Rival's Chikorita/Bayleef/Meganium,
Plus It'll Be Easy To Defeat The Eighth Gym Leader
Clair And The Champion Lance, As Long As You Use Ice
Fang And Watch Your HP, You'll Be Fine. So, In The Long Run, I'd Choose Totodile. Also, Cyndaquil, Since You Seem To Like Them So Much, Can Learn Rollout When It's A High-Leveled Typhlosion. Rollout
Is A Rock-Type Move. Rock-Type Moves Are Awsome Against Dragon-Type Pokémon. So...You Could Choose Either Or, But I'm Leaning Twords Totodile.
