Here are the two ways:
1 - Evolve a Grotle.
2 - Trade for one.
You may have to trade for a Turtwig or Grotle.

You get torterra when you get all 8 badges and most of the kanto badges
You go to pallet town and the professer will let you choose
Squirtle
Bulbasaur
Or tirtwig
Then you evolve turtwig
