The "in Kanto" isn't needed, as you can only get the EXPN Card in one location.
You need to visit the Power Plant and get the "quest" from the owner. He will ask you to find the missing part. Head to Cerulean. You should find a Rocket Grunt trying to leave the Gym. Follow him to the Nugget Bridge and beat him. Return to the Gym and search the inner tubes. Return the part to the Power Plant and then visit the Kanto Radio Tower (in Lavender) and speak with the man in the back corner. He will reward you with the EXPN Card.

There is no inner tubes where do I look. I'm at the gym and I alredy beat rocket grunt. But there's no inner tubes to search.
