Not in SoulSilver.
However you can trade for one or migrate one. They are obtainable (without events or trading) in Sapphire, Emerald (depending on an in-game choice you make), and HeartGold.

You cannot obtain Latias in Pokémon SoulSilver Version without the Enigma Stone. I do, though, have an Action Replay code for 1 right now.
