You always have a small chance to find a shiny Pokemon, so you'll just have to bet on that. There's no way for you to encounter it like you did before again.

It's not possible to battle the Red Gyarados again. You only get one shot at catching it.
You can always obtain a Shiny Gyarados by Trade, Migration (Pal Park), or an Action Replay Code. It's also possible to find a Shiny Gyarados in the Wild or hatch a Shiny Magikarp Egg.
