There are a few ways to obtain a Protector.
You can find a Protector within Mt. Mortar. You can also obtain one by Trade. You can even obtain one by an Action Replay Code.

You can find one in Mt. Mortar, however you need to be able to use Rock Climb to reach it. This means you must collect all 16 badges and speak with Professor Oak (in that order) first.
You can also trade for one. Have the Pokemon you are trading for hold it.
