I want to start over on the game on a DS. If I select NEW GAME I can't save it. Help

You must delete your previous saved game in order to save a new game. If you hold the Up Button, Select Button, and B Button at the same time on the game's menu, it will delete your previous saved game. After you do this, you can save a new game.
