I believe you are either talking about Blue (The Final Kanto Gym Leader) or Red.
Blue can be found on what was Cinnabar Island. He will go to his Gym in Viridian City once you show him that you have obtained Seven Kanto Gym Badges.
Red can be found at the peak of Mt. Silver. You will gain access to Mt. Silver once you have obtained all Eight Kanto Gym Badges.

Blue. at first, I didn't even know that there were gyms in Canto. Anyway. On what used to be Cinnabar Island. He won't proceed to the gym unless you have seven gym badges from KANTO, not Johto.Guest answered:
The final trainer depends on where you've been and if you've skipped anyone. There are far too many to be sure.
The final Gym Leader is Blue. After getting all of the other badges (15 total) then speak with him on Cinnabar Island and then fight him in his gym in Viridian.
Red is in Johto at the peak of Mt. Silver. He is realistically the last trainer you will fight.
Lance is the final member of the Pokemon League. He is fought after the Elite 4. He is one of the first Kanto trainers you fight as well as one of the last.
