Events only happen for a certain time. After they have passed, you cannot get them.
I don't think there will be any more Events for Pokemon HeartGold or Pokemon SoulSilver. Sorry.

Unless you can go back in time, then no you cannot get past events.
No one here is psychic, no one here can tell you if there will be any more events for HGSS. There will be for BW, but no one knows for any other games.
