You cannot obtain the Blue Orb in Pokemon SoulSilver. Instead, you must Trade for Kyogre. After you do that, bring Kyogre and Groudon to Professor Oak. He will then give you the Jade Orb. After this, Rayquaza can be found in the Embedded Tower.

The blue orb is a HG exclusive item. If you want it, you have to play HG.
The Jade orb is obtained from Prof. Oak after showing him a Groudon and a Kyogre. Both must be obtained in the Embedded Tower (you must trade for the Kyogre).
