If you mean kanto then you surf past you're house until a guy tells you you've just thane you're first steep in kanto then go into the cave and use the hm waterfall

To get to the Hoenn region, you must turn off your game, and start playing Ruby/Sapphire/Emerald. That is the ONLY way to get to Hoenn.

You can't get to the hoen region but you can get to the kanto region by beating the champion and wining the game
