You can receive one by showing Bill's Grandfather on Route 25 the correct water pokemon. One can also be found in the Seafoam Islands caves (Can't remember if it is hidden or not. So keep the itemfinder handy) Water stones can be bought with your athlete points at the Pokeathlon dome on Mondays, Tuesdays, and Fridays. You also have a chance of winning one by coming first in the Bug Catching contest.
