Go to the Flower Shop in GoldenRod City. (Next to the Gym.) And talk to the lady inside; she'll give you a squirtbottle. Then go back to the Tree (it's a Sudowoodo) and intereract with it. You will end up battling him/her so bring Pokeballs if you want to catch it.

Beat Whitney, go to the flower shop to obtain the Squirtbottle, interact with the Sudowoodo. It is level 25 and returns everytime you beat the elite 4.
