On Action Replay, you need the code manager. (It came with the Action Replay) Place the disk for Action Replay (came with Action Replay as well) into your computer and install the software. Then google a code or make a code for Pokemon using PokeGen or PokeSav and place it into the bottom right column of the Action Replay software screen. (I think it's the "My codelists" column.
Next, after the code has been added to the list of codes for that game, (in this case, SoulSilver) and DRAG the Pokemon SoulSilver game from my codelists INTO the left column..the Memory Card column. Then commit changes to the Action Replay, and then unplug Action Replay from your computer..(when it tells you that you can.) And put that and your game into your DS and load Action Replay, then your code, then the game.
