After fixing the power plant, talk to the Copycat in Saffron. She should complain that she lost her doll. The doll is in Vermillion, one of the guys in the Pokemon Fan Club building. Return the doll to the Coppycat and you'll get the pass.

Saffron city she tells you that her doll is lost
Go to the Pokemon fanclub in vermillion city
You see a guy whith a cleffa/clefairy doll(I don't know wich it is)he gives you the doll talk to the
Copycat in saffron city she gives you the train
Pass. You can try it right out cause your in the
Right city
