Pretty much any dragon type Pokemon, granted it's at a high enough level to do a bit of good. If you level up Lugia quite a bit after you catch it, it could completely destroy the E4 and Champ.

Every Pokemon can beat the elite four and Lance. You just need them strong enough (Upper 40s for first time minimum). A fast Pokemon with an ice type move destroys Lance (Rock works too).

Just level your Pokemon team a lot. Maybe up to around 60 or 70 just to be sure. 
You really need strong Dragon types too for Lance.
