No you can't in this game since it's a remake of Pokemon Silver. You can however get to a place called Sinjoh Ruins which is kinda a blend of Johto and Sinnoh. You can only get there by triggering an event though. To trigger the event to get there you will need the Pokemon Arceus in the first slot of your party when you go to the Ruins of Alph. This event is pretty much the closest thing your going to get to going to Sinnoh.
