You need to defeat Whitney and then go to the house in the top right of Goldenrod to recieve the Squirt Bottle.

Upon beating the gym leader in Goldenrod, just go to the flower shop right to the right of it. Talk to a girl in there and she'll give you a squirt bottle. Just use that on the Sudowoodo and it'll attack. Not too hard to beat it, really.

well first you have to beat the normal gym leader in golden rod city then go down to the flower shop the woman will give you a squrt bottle go to the soodowodo then push a then you will battle it
