You are not able to catch a Dragonite in the game but you can get a Dratini from the master in the Dragon's Den or you can catch one just by surfing in the Dragon's Den. You could also catch a Dragonair by using the Super Rod in the Dragon's Den.

If you want a Dragonite you need to train a Dragonair to Lv. 55. Dragonair is one of the two most hardest pokemon to Lv. evolve, along with Pupitar (who also evolves at Lv. 55)

You can't catch dragonite you have to level up dragonair to level 55
