Arceus held Plates

I've been told to talk to the Captain of the S. S. Aqua in order to obtain a held plate for Arceus, but He won't give me any. (NOTE: this is my second time taking the S. S. Aqua, and according to my game guide, he won't give me a held plate during the first boat ride, and this is my second trip on the S. S. Aqua, and I still can't get a Held Plate for Arceus. Why?

I myself just found out that the arceus plates are nothing special, they're just the plates that power up move types, like the Flame Plate powers up fire. If you need the plates, the only thing I could do was to enter in a code that gave me 900X of each normal item, and then the plates would be in you bag. If you dont want to have all the items in you bag, just throw away all the items you don't want away. Here's the code:

The plates also change arceus's type and the type of the move judjment which he learns at level one hundred

Plates are useful fore arches and pokemon example you are in an Ice gym and have a flame plate give it to a fire pokemon when it's too weak to figth or give it to arcues and use judgement bcs depending what plate type arcues holding the type of judgement changes

You need to have arceus in the first of your party then he will give it to you

You must have all 16 badges.

You won't be able to get any, unless you have all 16 badges. Ship runs on Monday and Friday in johto and Wednesday and Sundays in kanto.
