Hey I've defeted red , and I've also beaten the elite 4 , but I can't seem to meet steven for the first time , help !!!

Talk to Copycat in Saffron City and go to Vermilion City to retrieve her Clefairy Doll first. Steven will come to talk to you once you leave the Fan Club. (Which is where the doll is)

You have to give the Copycat her doll back. To do this, talk to her in Saffron, then go to the Fan Club in Vermillion. You will get the doll there. Once you leave, Steven will talk to you.
