Move deleter Person
Um, I made my totodile cut and I don'y want it. You can't get rid of the move without the move deleter and I need it to learn surf instead. Please and thank you.

The move deleter is usually in one of the last towns you visit in the Johto region. In Crystal version, it was in Blackthorn (the last town of Johto) so I can only assume it'll stay there

The Move Deleter, along with the two move tutors and Move Rememberer, are in Blackthorn City, which you cannot get to until you defeat Team Rocket in the Goldenrod City Radio Tower and Pryce, the Gym Leader.
